Bulut, Mehmet
One of the most important problems of international migration for immigrants is the issue of social security. As a matter of fact, the people who went to work abroad from their countries either remained completely out of the system or became a part of both countries with the effect of strict rules in social security legislation. In order to solve this problem, countries are introducing bilateral social security agreements as well as domestic legal systems. The human mobility occurred between the Central Asian Turkish Republics and Turkey have increased cumulatively at over the years. As a result of this, the social security cooperation to be realized is not yet sufficient and necessary steps should be taken. Currently, there are bilateral social security agreements that have been ratified with Azerbaijan and Kyrgyzstan. However, there are problems at the point of application.

- MakaleAçık Erişim2021Clustering framework to cope with COVID-19 for cities in Turkey
Guleryuz, Didem; Ozden, Erdemalp
Introduction: This article is the product of the research Clustering Framework to Cope with COVID-19 for Cities in Turkey, developed at Bayburt University in 2021. Problem: Turkey's risk map, presented in January 2021, to take local decisions in tackling the COVID-19 pandemic, was based on confirmed cases only. Health, socio-economic and environmental indicators are also important for management decisions of COVID-19. The risk map to be designed by adding these indicators will support more effective decisions. Objective: The research aims to propose a clustering scheme to design a risk map of cities for Turkey. Methodology: The unsupervised clustering algorithm suggested dividing the cities of Turkey into clusters, considering health, socio-economic, environmental indicators, and the spread pattern of COVID-19. Results: We found that cities are clustered into five groups while megacity Istanbul alone formed a cluster, three of Turkey's largest cities formed another cluster. Other clusters consist of 19, 26, and 32 cities, respectively. The most important determinants which have predictive power are identified. Conclusion: The suggested clustering method can be a decision support system for policymakers to determine the differences and similarities of cities in quarantine decisions and normalization phases for the following periods of the pandemic. Originality: To the best of our knowledge, this study differs from previous studies because countries were grouped in previous studies by only considering the confirmed cases. In this study, cities were clustered in terms of the health, socio-economic, and environmental indicators to make decisions locally. Limitations: The distribution of confirmed cases by age could be added, especially to make decisions about education, but this data is not officially announced.

- MakaleAçık Erişim2021Effect of tarragon addition on volatile compound profile and some quality paramaters of sucuk
Kamiloglu, Aybike; Elbir, Tugba; Topçu, Kubra Cinar
The goal of the present study was to investigate the effect of tarragon and ripening period on certain quality parameters and the volatile profile of sucuk (Turkish dry fermented sausage). Tarragon was used in sucuk samples at three distinct levels (0.25%, 0.50% and 0.75%), and tarragon-free samples were used as control. Analyses were performed on the 0., 3., 5., 7., 9. and 13. days of ripening time. Although the presence of tarragon did not affect L* and b* values, the pH, a* (P<0.01), aw (P<0.05), and TBARS values of the sucuk samples were statistically affected. Tarragon demonstrated antioxidant activity in sucuk in accordance with 90 % +/- 0.3 DPPH scavenging activity. When the volatile profile was evaluated, the key component affected by the addition of tarragon was determined as Anisole, p-allyl-. As a result, while an antioxidative effect was detected during ripening in the presence of tarragon in sausage, undesirable changes were not observed on some quality characteristics such as pH and a(w).
- MakaleAçık Erişim2021Views on the Usage of Social Media Tools in School-Family Communication
Kaban, Abdullatif
This study, it was aimed to reveal the views of parents and teachers about the usage of social media tools in school-family communication. In this study, which was carried out with the phenomenological method, which is one of the qualitative research methods, the data were collected using a semi-structured interview form. As a result of the content analysis conducted on the data obtained, it was concluded that social media tools, especially WhatsApp, are widely used in school-family communication. It has been found that the advantages of these tools are free, fast, and easy to use, and they prevent waste of time and workload by sending mass messages. The disadvantages were determined to be used out of purpose and timeless, causing misunderstanding and violation of privacy. Participants suggested that while using these tools, they should not deviate from their purpose, some restrictions in terms of time and content should be introduced and their use should be expanded. The results obtained are expected to contribute significantly to the studies to be done to increase family participation in education and the practices to be developed in this sense.

- MakaleAçık Erişim2021NEW METHODS AND PRACTICES IN THE EMPLOYMENT AND EDUCATION OF RELIGIOUS OFFICIALS IN GERMANY
Sözen, Hasan; Gencel Sözen, Hayriye
The subject of this study is the new methods and practices adopted in the employment and education of religious officials in Germany. Accordingly, the aim of the study is to identify the search for new methods in the employment and education of religious officials in Germany and to reveal their possibilities and limits. The study is bounded by the employment and education of religious officials in Germany. The searches for employment and education of religious officials in other countries falls outside the study area of this paper. In this study document analysis method was used to collect data. Relsted documents were read using the inductive method, accordingly coding was done and themes were created. In the research, case study design, one of the qualitative research desings and survey model were preferred. In this context, it has been tried to obtain data from as many different sources as possible about the employment and education of religious officials in Germany. The obtained data were analysed by descriptive analysis method. The data were organised, defined and explained according to the themes in accordance with the sub problems. The findings are limited to the data obtained from the sources that the researchers could identify and access on the subject and to the comments made accordingly. As a result of the research, it has been determined that most of the religious officials in Germany come from abroad, especially from Turkey, and a significant part of them work in mosques and associations affiliated to DITIB. It has been observed that the education and employment of the staff to be employed in the religious services in Germany is under the duty and responsibility of the religious communities, and this situation is guaranteed in accordance with the relevant articles of the Basic Law for the Federal Republic of Germany. It has been determined that some religious communities have many years of practice and experience in the employment and education of religious officials. However, these educations are neither institutional nor systematic. Increasing political pressures have forced Islamic umbrella organizations to cooperate with official institutions and organizations in the employment and education of religious officials. Accordingly, while some religious communities are a part of the process in question, some are cautious about the demands of the German state. It has been determined that the German state can not directly determine the content of the theology programs, nor can it regulate qualifications and competencies that the religious officials should have and the conditions of the religious officials. For this reason, the authorities, on the one hand, develop recommendations on the training of religious officials at the academic level. On the other hand, they strive for the acceptance of these proposals by the Islamic organisations. Another result of the research is that the criticisms against the current employment and education of religious officials are grouped under three main headings. These are the continuation of the relations of the religious officials with the source countries and actors and being under their influence, the foreignness felt to the interlocutors and the understanding of religion one has. According to these criticisms, religious officials consider the interests and expectations of foreign countries/governments rather than those of Muslims in Germany, do not know the German language, culture and social structure, and generally have a conservative and anti-democratic religion and world view in relation to the countries and geographies they come from. In Germany, religious officials are not only those who carry out traditional religious services in mosques, but they are olsa understood as persons that serve many functional purposes like social, cultural, scientific, sports, etc. aims. It is only possible for religious officials to fulfill these duties and responsibilities expected of them if they have certain qualifications and competencies. At this point, common qualifications, competencies, duties and responsibilities that religious officials should have should be determined, and education programs should be developed in line with these qualifications, competencies, duties and responsibilities. In this context, it can be suggested that religious officials fulfill various duties and have features in the context of religious services both inside and outside the mosque. Religious officials in Germany should contribute to the adaptation of Muslims to Germany as much as they should contribute to the preservation of the Muslim identity of the Muslims here. It is inevitable for these religious officials to take an active role in inter-religious/intercultural dialogue studies. Religious officials are also expected to establish healthy relations with German local governments. As an extension of this, accompanying various ceremonies and celebrations and doing youth work are among the duties and responsibilities expected from religious officials. In order to be able to do all these, the precondition is that they are competent on the German language, culture and social structure. In addition, they must have the knowledge and skills to provide traditional religious services.

İncele - MakaleYalnız künye2021Factors influencing e-books' continuance intention in the mobile environment
Bölen, Mehmet Cem; Yildirim, Serkan; Yildirim, Gurkan
The identification of factors that affect people's continuous use of e-books on their mobile devices is critical for e-book publishers, e-reader manufacturers and academic researchers. This study proposes a research model that extends the expectation-confirmation model by incorporating perceived enjoyment and facilitating conditions to get a deeper understanding of continuance intention to use e-books in the mobile environment. The structural equation model (SEM) was used to analyse data which were collected from 1,663 e-book readers by an online survey. The results indicate that satisfaction, perceived enjoyment, perceived usefulness and facilitating conditions influence continuance intention significantly. Furthermore, users' confirmation of expectations has a positive effect on perceived usefulness, perceived enjoyment and satisfaction. Surprisingly, perceived usefulness does not have a significant effect on satisfaction. Based on these findings, the theoretical and practical implications, limitations, and recommendations for future research are also discussed.

- MakaleYalnız künye2021MORPHOMETRIC ANALYSIS TO INFER HYDROLOGICAL BEHAVIOUR OF CORUH RIVER BASIN (NORTHERN TURKEY) USING GIS TECHNIQUE
Yildirim, Umit
Morphometric analysis is a very practical approach for evaluating hydrological processes for watersheds. The combination of morphometric, geological, and geomorphological characteristics of the river basin helps to gain further insights in forecasting hydrological phenomena (such as flooding, soil erosion, and groundwater potential). In this study, the morphometric analysis of the Coruh River Basin was conducted using GIS to establish effective water management. Firstly, the basic morphometric parameters (basin area, basin length, basin perimeter, stream order, stream number, and total stream length) were calculated for both CRB and its subbasins. Then, characteristic morphometric parameters (drainage density, drainage texture, form factor, length of the overland flow, topographic wetness index, and stream power index) were determined. Results showed that the infiltration capacity of the subsurface material was low, and the surface runoff was slow in the subbasins located close to the CRB's outlet. Therefore, these subbasins are more sensitive to flooding, erosion, and landslides compared to others. Soil erosion and thus sediment loss is higher in 1st, 2nd, 3rd, and 5th subbasins, and the groundwater potential is higher in headwater areas of the basin. This study revealed that the GIS-based morphometric analysis is beneficial to implement water management tool at the watershed scale.

- MakaleAçık Erişim2021Estimation of shear strength parameters of a high plasticity clayey soil stabilized with lime at different curing temperatures using Response Surface Methodology (RSM)
Kamiloglu, Hakan Alper; Turan, Huseyin
Response Surface Methodology (RSM) is useful to find the optimum value of the response, to examine the relationship between independent variables and responses, or to shorten very complicated and timeconsuming numerical analyses. Although the RSM is a commonly used method in many branches of engineering, the use of this method is limited in geotechnical studies. In this study, the effect of curing temperature on shear strength and unconfined compressive strength parameters of lime stabilized clayey soil was examined. Within the scope of the study, it was aimed to evaluate the Response Surface Method to estimate these parameters with less experimental effort. In the study effect of the temperature was controlled with five different curing temperature level (3 degrees C, 13 degrees C, 23 degrees C, 33 degrees C, 43 degrees C). Three axial (UU) and unconfined compression tests were performed on 40 pieces of stabilized soil samples cured along 28 days at various temperatures. The experimental design was performed with Response Surface Methodology to reduce the test number. Within this scope, an equation was derived statistically to estimate the deviator strength of the samples. Statistical analyses were performed considering deviator strengths of the 18 pieces of samples. As a result of the study, it was seen that it is possible to estimate shear strength and unconfined compression strengths of the samples accurately by using fewer test numbers with Response Surface Methodology.

Akgül, Ayse; Sert, Durmus; Mercan, Emin
The aim of this study was to investigate effects of addition of B. animalis BB-12 (before tempering, BT or after tempering, AT) and inulin (6, 8, and 10%) on thermal, physicochemical characteristics, fatty acid composition, textural properties and probiotic viability of milk chocolates during 60 days of storage. The free fatty acid (FFA) value of milk chocolates ranged from 0.66 to 0.89 (% oleic acid), in which higher ratio of inulin addition increased the FFA. Probiotics and inulin addition increased darkness of chocolates when compared to control. D[4,3] value of samples ranged from 9.26-17.97 mu m. Higher inulin ratio in chocolates increased viscosity and yield value. These values in the group BT were higher than those of the group AT. BB-12 count of probiotic and synbiotic samples ranged from 7.09-8.06 log cfu/g during the storage. Higher inulin ratio increased the probiotics count in samples. Probiotic addition after tempering increased the count of probiotic and improved viability at the end of storage. The results showed that B. animalis BB-12 is capable of surviving in milk chocolate, at an appropriate bacteria count (>107 cfu/g), up to 60 days of storage at 18 degrees C.

Ozmerdiven, Gokhun; Guler, Yavuz; Sahin, Eren; Tatar, Zeynep; Erbin, Akif; Dirican, Ebubekir; Haliloglu, Ahmet Hakan
If spermatozoa cannot be found after testiculer sperm extraction (TESE) in patients followed up due to nonobstructive azospermia (NOA) and the patients do not want donor spermatozoa, performance of round spermatid injection (ROSI) with the current technology seems to be the last resort. This retrospective study was conducted to evaluate the effect of testicular morphology on the development of embryos to the blastocyst stage obtained from ROSI. Between September 2019 and March 2020, after TESE and biopsy 29 patients who had only spermatid were taken to study. Tubular appearance, basal membrane appearance, Johnson score, peritubular fibrosis, interstitial fibrosis, and Leydig cell proliferation were pathologically examined. Following egg collection, ROSI was applied to the oocytes using the piezoelectric method. The embryos were monitored until the blastocyst stage. The mean age of the 29 patients was 36.3+5.01 years. Also, 7 patients had not previously undergone TESE, 20 had previously undergone once, and 2 had previously undergone twice. It was observed that having a history of TESE and a high Johnson score increased the likelihood of the embryo remaining in the blastocyst stage (P=0.021 and 0.014, respectively). However, other parameters do not affect the likelihood of blastocyst formation (P>0.05). Low TESE history and high Johnson score were associated with embryo development to the blastocyst stage. If spermatozoa are not found in patients with nonobstructive azoospermia, ROSI performed during initial TESE increases the likelihood of blastocyst formation.

Walnuts (Juglans regia L.) are a good source of dietary minerals and contain significant amounts of potassium, phosphorus, magnesium and iron. In Turkey, walnut orchards are found in the coruh Valley and are generally composed of local varieties. Since chemical and physical properties of walnuts are very important in determining their quality, in this study, nut and kernel characteristics, fatty acid composition and phenolic composition were determined for 26 walnut genotypes collected from the valley. Total fat content was found to be between 53.75% and 71.43%, while the crude protein amount ranged from 10.21% to 20.71%. Total carbohydrates were calculated between 14.31-27.52% and ash content was found to be between 1.64% and 3.32%. The oleic acid content and linoleic acid content ranged from 18.34 to 25.58% and 37.09% to 87.51%, respectively. The linolenic acid content was determined between 5.52% and 11.03%. Our study showed that, differences in phenolic component, crude protein and fatty acid content of walnuts were caused by different growing conditions. Genotypes have a rich and stable structure in terms of fruit quality parameters, minerals, organic acids, phenolic composition, antioxidant and fatty acids amounts and amino acids. In other words, these characteristics did not show much variation in genotypes grown in the Valley. However, there was a great variation in hormone levels among genotypes. In terms of the parameters examined, GN2, GNI, ((NIS, GN24, GN25 and GN26 genotypes were determined as rich and stable genotypes.

Hasar, Ugur C.; Kaya, Yunus; Ertugrul, Mehmet
In this article have proposed a new calibration-free line-line method for propagation constant (gamma) determination of homogeneous nonreciprocal networks or lines with symmetric reflection property. To achieve our goal, wave-cascading matrices for impedance, amplitude, and phase changes for a line step from a homogeneous reciprocal network or line to a homogeneous nonreciprocal network or line (and vice versa). Two different approaches based on the proposed line-line method are proposed for unique extraction of gamma in forward and backward directions. Measurements of gamma for two reciprocal lines (waveguide straights at X-band and Ku-band with different lengths) and a nonreciprocal line (microwave phase shifter) were first carried out and then compared with measured gamma of these lines by different methods to validate our method and monitor its accuracy.

- MakaleYalnız künye2021Scopus SJRQ1Enhancing Burnability Characteristics of Low-Temperature Burnt-Cement Clinker by Recycling Phosphogypsum Wastes
Aksan, U.; Köseoglu, K.; Gökçe, H. S.
In the present study, the effect of phosphogypsum, a byproduct from the phosphoric acid production industry, on the clinkerization process was researched in order to improve the burnability of clinkers at lower burning temperatures. Raw meal samples containing phosphogypsum at 0%, 1%, 3%, and 5% by weight were burned at 1,350 degrees C, 1,400 degrees C, 1,450 degrees C, and 1,500 degrees C. The introduction of phosphogypsum reduced the presence of unbounded (free) CaO relatively up to 43%. Thus, the mineralization effect of phosphogypsum promotes lower burning temperatures. The free CaO content of the 5% phosphogypsum containing clinker decreased to 0.94% at 1,400 degrees C after 120 min of burning time. The free CaO content was found to be almost identical (0.75%) to that of industrial clinker burned in a rotary kiln at 1,500 degrees C. Due to the low free CaO content (<1%) and the burnability index (73), the recycling of phosphogypsum wastes was found to be suitable for the production of eco-efficient clinkers. The reduced energy consumption and energy-related CO2 emissions in such modified clinkers can contribute to the economic and ecological goals of the cement industry. Kalay, Erbay; Şahin, Engin
Asymmetric bioreduction of ketones is a fundamental process in the production of organic molecules. Compounds containing tetralone rings are found in the structure of many biologically active and pharmaceutical molecules. Biocatalytic reduction of ketones is one of the most promising and significant routes to prepare optically active alcohols. In this study, the reductive capacity of Lactobacillus paracasei BD101 was investigated as whole-cell biocatalyst in the enantioselective reduction of 1-tetralone (1). In biocatalytic reduction reactions, the conversion of the substrate and the enantiomeric excess (ee) of the product are significantly affected by optimization parameters such as temperature, agitation rate, pH, and incubation time. Effects of these parameters on ee and conversion were investigated comprehensively. (R)-1-tetralol ((R)-2), which can be used to treat disorder such as obsessive compulsive, post-traumatic stress, premenstrual dysphoric, and social anxiety, was manufactured in enantiopure form, high yield and gram-scale, using whole-cell biocatalysts of L. paracasei BD101. The 7.04 g of (R)-2 was obtained in optically pure form with 95% yield. Also, to our knowledge, this is the first report on production of (R)-2 using whole-cell biocatalyst in excellent yield, conversion, enantiopure form and gram scale. This is a clean, eco-friendly and cheap method for the synthesis of (R)-2 compared with chemical catalyst.

The curves of constant width are special curves used in engineering, architecture and technology. In the literature, these curves are considered according to different roofs in different spaces and some integral characterizations of these curves are obtained. However, in order to examine the geometric properties of curves of constant width, more than characterization is required. In this study, firstly differential equations characterizing quaternionic space curves of constant width are obtained. Then, the approximate solutions of the differential equations obtained are calculated by the Morgan-Voyce polynomial approach. The geometric properties of this curve type are examined with the help of these solutions.
