Korkmaz, Ozge
The reforms to be made in relation to the determination of the relationship between inflation rates and loans in a country are very effective in the success of the anti-inflation programs. Within this context, the aim of this study to investigate the impact of utilization rates of consumer loans as well as commercial and corporate credit cards on the volatility of consumer price index (CPI) and producer price index (PPI) in Turkey for the 2005:12-2018:1 period. In this study, the interaction between variables was investigated by using symmetric and asymmetric conditional volatility models. As a result of the study, it was found that the rates of credit use raised the volatility of inflation rates while the use of installment commercial loans and corporate credit cards reduced their volatility.

Tabakcioglu, Mehmet Baris; Ayberkin, Doruk
Electromagnetic wave propagation models are used in radio planning tool and coverage prediction. These models are based on ray tracing technique or numerical. Slope UTD with convex hull model is a model which has less computation time, higher accuracy of prediction and based on ray tracing technique. S-UTD-CH model is used in multiple diffraction due to that this model gives more accurate results in less computation time. Obstacles can be modelled as knife edge, wedge or cylinder in ultra-high frequencies. inner angle, structure type and relative permittivity constant and conductivity of obstacle and polarization type of electromagnetic wave change the relative path loss at the receiver. In the study, how building parameter changes the relative path loss is discussed.

Dayi, Rumeysa bakir
While Nietzsche is a 19th century German philosopher, man of letters, musician, linguist and cultural critic, one of the most well-known names in the field of modern Arabic literature is the man of letters, painter, poet and philosopher Cibran Khalil Cibran. Bringing literature and philosophy together, Cibrans writing life is divided into three phases. The first period in which he deals with social issues is the second stage, which includes doubt and rebellion, and the third stage, where he reaches the maturation of the mind and moves to more peaceful thoughts. In the second phase, when Cibran adopted Nietzsche and identified himself with his thoughts, he wrote his work called The Prophet. The work called The Prophet is very similar to Zarathustra, Thus Spoke, in terms of subject and thought. In study, the German philosopher Friedrich Wilhelm Nietzsche, who wrote critical articles on religion, morality, culture, philosophy and science, and his work titled Also Sprach Zarathustra, titled Thus Spoke Zarathustra, and Cibran Khalil Cibran, the most important face of Immigrant literature, which started a great era in modern Arabic literature. Cibrans Ermis, original printed as The Prophet, will be compared in terms of the aforementioned similarities and differences.

Azili, Kenan
As many world languages, Turkic also has simple suffixes in terms of structure, as well as complex suffixes with controversial origins. Although some of these suffixes have been systematized and bound to certain rules, the emergence of some suffixes still remains a mystery. Old Uyghur, which is one of the historical periods of the Turkic language, has such an undeciphered suffix. The compound suffix of +DXrtI has been evaluated by some researchers to date; however, no definite conclusion has been reached regarding its origin and function. For this purpose, various structures in Altaic languages will be examined and a connection will be made between this suffix and the 'extraordinary' examples seen in Old Uyghur.

- MakaleAçık Erişim2025Scopus SJRQ2Academic Freedom Across Liberal Arts Colleges in Europe
Elgin, Ceyhun
This paper develops a novel index to assess academic freedom within liberal arts colleges (LACs) in Europe, addressing a critical gap in current higher education assessments. Existing university rankings largely overlook academic freedom, an essential element for fostering intellectual inquiry and democratic values. Using a mixed-methods approach-combining legal analysis, surveys, events data, media reviews, and social media analysis-the study constructs a comprehensive tool that captures both overt and subtle forms of academic repression. Findings reveal significant disparities in academic freedom among European LACs, influenced by governance structures, institutional policies, and external pressures such as political interference. The index not only highlights these differences but also offers a framework for policy development and institutional reform. By emphasizing academic freedom as a foundational pillar of higher education, this research calls for stronger institutional commitments and policy frameworks to safeguard it. The index can serve as a model for broader applications beyond the European context, informing global debates on academic autonomy.

Taskesenlioglu, M. Yasin
Ottoman Empire officially developed scouting into which it fit a paramilitary structure according to its necessities, it aimed ottoman ( Turkish) youth to be grown up as robust people with healthy bodies. Empire's existence in a state of war during a long time, shrinking of its borders constantly and the army's need of soldiers created the necessity of making the youth to be ready for military service. This need made itself felt thoroughly and was on its peek during the World War I. As a matter of fact, Turkish scouting organization born and as a procedure of pre-draft because of the need for soldiers. This practice stood out first as Ottoman Power Associations and then Ottoman Youth Associations. The associations as mentioned before, were influenced the English scouting experience at first, and then, the German one due to state policies. In particular, Ottoman Youth Associations that were active in most part of the country during the World War I were tried to be reestablished during the Republican Era though they had lost their influence totally in 1920. The paramilitary development of Turkish scouting not only hindered the general and private initiatives but also provided basis for later periods. Scouting in the period starting in 1914 which is the official date of foundation in Turkey, has been revived officially in 1923 after War of Indepedence in spite of the negative effects during the World War I.

- MakaleAçık Erişim2019SARIKAMISH OPERATION ACCORDING TO RUSSIAN SOURCES
Sadigov, Ramin
On October 29, 1914, after the bombing of the Black Sea coast of Odessa, Sevastopol, Feodosia and Novorossiysk by two Ottoman naval vessels, the Russian government porclaimed that diplomatic relations with the Ottoman state had been cut off and immediately called the Russian embassy delegation in Istanbul back to the country. On November 2, Tsar Nikola issued a manifesto and declared war against the Ottoman Empire and ordered the Caucasus army to attack the Turkish army by crossing the border. Thus, the Ottoman Empire actually entered the First World War. After Russia declared war against Ottoman Empire , clashes between the two sides began in the Eastern Anatolia region. The main aim of Russia was the Capture of Erzurum which was also the base of the III. Corps of the Ottoman Empire . The Ottoman Empire, aware of this situation, prepared a plan. According to this plan, Russia will be firstly removed from the region and so Kars and Ardahan will be rescued. Later on, Baku will be recovered by moving to the South Caucasus and all Turkish-Islamic peoples living under Russian domination will be encouraged to rebel against Tsarism. In order to implement this plan, the Ottoman Empire decided to carry out a risky operation in December 1914. This operation, known in history as Sarikamis Operation, lasted for about 15 days and ended with great defeat for the Ottoman Empire. The information given by the Russian sources on the Sarikamis Operation, which still has great debate on today, is undoubtedly very important. In this study, wiew and aspects of Russian press and literature beyond archive sources towards Sarikamish Operation was examined.

- MakaleYalnız künye2020Scopus SJRQ4The Russian Occupation of Erzurum in the First World War: The repercussions of the Occupation in the Russian Press and Literature, and in the World
Sadigov, Ramin
One of the important fronts that the Ottoman Empire fought during the First World War was undoubtedly the Caucasus front. Compared to the other fronts, the Ottoman and Tsarist Russia were especially concerned about this front because it was the initial point for attacks targeting Central Anatolia. Erzurum became a Russion target after the 1828-1829 Ottoman-Russian War. Also, during the First World War, Russian's main aim in the Caucasus front was to occupy Erzurum. The most important reason why the Russians attacked Erzurum was that Erzurum was the headquarters of the Third Ottoman Army and also was the logistical supply center not only for Eastern Anatolia, but also for the Caucasus and the Iraq region, providing support for Turkish military operations. There are several studies about the occupation of Erzurum. Still, the question of how the Russian press and literature of the period handled the occupation of an important fortress such as Erzurum and the resonation of this occupation in Russia and in the world, have been neglected. This study examines the point of view of the Russian press and literature on the occupation of Erzurum and the reflections of this occupation in Russia and in the world.

According to the pain scale follow-up results, it was observed that the pain scores of the participants in the group who received honey treatment were lower and statistically significant in the 1st after the training (p<.05) Conclusion: As a result, the external application of natural honey in sports injuries may support modern medical treatment practices
- MakaleAçık Erişim2021Comparison of Post-Tanzimat Ottoman Law and Turkish Positive Law in terms of Insult
Kizilay, Muhammed Emin
Legal systems aim to protect a person's reputation as well as their material assets. Due to the place where Islam has positioned human beings, fiqh has also revealed norms that will protect human honor. Based on these norms for centuries in the field of judiciary, the Ottoman Empire began to legislate these norms with the influence of the West. In this context, attacks on human honor were also included in the texts of the law, and the courts were asked to handle the cases within the framework of these laws. In the laws, it is seen that insult crimes are regulated in accordance with the classical Hanafi fiqh. However, in law making, fiqh was used less by time, and Western systematics was taken as a basis in the division of crime. In today's Turkish positive law, it is seen that the crime of insult, which is regulated within the crimes against honor, also follows this systematic and is influenced by the Ottoman positive law. In this study, the crime of insult will be discussed comparatively over the successive Hanafi fiqh, the laws of the Tanzimat period, the old Turkish Penal Code in some subjects and today's Turkish Penal Code laws.

Kizilay, Muhammed Emin
In the period following the Tanzimat era, innovation and change movements were experienced in Ottoman Empire. The reflection of this innovation and change in the judicial system was establishment of new courts and the fact that the authority to rule cases in certain matters of classical fiqh was given to these courts. However, it is not easy to reach the records and archives of these courts, and moreover, because the classification of the archive was not subject-based, the desired studies cannot be done theoretically. Vakayi-i Zabtiye, a newspaper that started to be published since the press became widespread due to the innovations caused by the Tanzimat Era, makes a significant contribution in overcoming this problem. This newspaper, which was published with the aim of publicizing case records, makes it easy to reach the case records of the time. In the newspaper, the records of criminal cases ruled in Istanbul courts were published as summaries. The records show that sexual assaults, from which our society still suffers, were quite common in the period when the newspaper was published. In the study, the crimes which are considered within the scope of sexual assaults in Ottoman positive law as comparatively with Turkish positive law will be analysed over the case records and the law texts referred in these texts. In this way, it will be understood that the legal parlance we have today started to emerge in times when this newspaper was published, and that after the Tanzimat Era, a change which is fast and partly desired was experienced in the judicial system.

It is need to explain what is meant in the hadiths which states that it is possible to use animal skin (dibagat) through tanning it. Especially in the context of this hadith, the issue that whether tanning leathers' of animals which are prohibited to eat such as pigs makes them clean has become subject for discussions. Another subject is whether they become clean for clothing and textiles. In this study, firstly hadith narrations are analyzed whether they are authorized in terms of their isnads. Then related hadiths are examined within the context of the Qur'an and Sunnah. Even though the issue is not discussed within Islamic law, views of madhabs are also touched on. Based on the account and the textual analysis it is showed that the view that tanning of pigskin does not make it clean, so in any case it cannot be cleaned and used, except the case of high necessity.

In this study, the Bezier curves and surfaces, which have an important place in interactive design applications, are expressed in matrix form using a special matrix that gives the coefficients of the Bernstein base polynomial. The matrix forms of higher order derivatives of the Bezier curves and surfaces are obtained. It is demonstrated by numerical examples that the bidirectional transition between the control points and parametric equations of the Bezier curves and surfaces can be easily achieved using these matrix forms. In addition, it is demonstrated that this type of curve and surface, whose control points are known, its higher order derivatives can be calculated without it's parametric equations. In this study, the Bezier curves and surfaces are presented in a more easily understandable and easy to use format in algebraic form for designers.

- Kitap BölümüYalnız künye2023Can Bilingual Books Promote Self-Paced Foreign Language Learning: A Qualitative Study
Dolgunsöz, Emrah
Books that include multiple languages have been published in various languages since the 1980s in the United States, mainly for the Latino population to promote language learning and literacy (Ernst-Slavit and Mulhern, 2023) and recently have started to become popular. Bilingual texts may benefit language learners since embedded translations may help increase grammatical awareness, provide L1 preview, support L1 positive transfer and even promote L1 identity. Considering some advantages of bilingual books, this qualitative study examined if bilingual texts can be a good and cheap option for self-paced language study. 6 EFL learners without Spanish knowledge were asked to study 2 bilingual books (Spanish-Turkish) for 10 weeks. Their progress was tracked through their personal reflections periodically. A semi-structured interview was employed at the end of a 10-week period to scrutinize their recommendations and opinions. The results showed some pros of these texts, such as cost, ease of use and direct translation of sentences. These materials, however, were not without cons. The participants emphasized a lack of quality and visuals, inefficiency when not complemented with a language course, complexity of grammar and verb inflections despite translations and lack of motivation due to daily routines. The participants also reported that adopting an intense study strategy, such as writing and taking notes on grammar and vocabulary, may be very time-consuming and tedious. In conclusion, bilingual books for self-paced study were found to have a number of challenging issues and it was best to use them as supplementary material to any language course.

One of the most important problems of international migration for immigrants is the issue of social security. As a matter of fact, the people who went to work abroad from their countries either remained completely out of the system or became a part of both countries with the effect of strict rules in social security legislation. In order to solve this problem, countries are introducing bilateral social security agreements as well as domestic legal systems. The human mobility occurred between the Central Asian Turkish Republics and Turkey have increased cumulatively at over the years. As a result of this, the social security cooperation to be realized is not yet sufficient and necessary steps should be taken. Currently, there are bilateral social security agreements that have been ratified with Azerbaijan and Kyrgyzstan. However, there are problems at the point of application.
