Climate variability, environmental uncertainty, and carbon-market dynamics increasingly challenge agricultural investment and resource allocation decisions worldwide. This study proposes an integrated hybrid decision-support framework combining Long Short-Term Memory (LSTM) deep learning, Interval Type-2 Fuzzy Logic Systems, and Genetic Algorithms to support climate-resilient agricultural investment analysis under uncertainty. The framework integrates predictive modeling, uncertainty representation, and multi-objective optimization within a unified computational architecture. The empirical analysis was conducted using agricultural, climate, and carbon-market datasets covering Europe, Asia, and Africa over the 2010–2025 period. Agricultural productivity indicators, commodity price variables, climate-risk parameters, and carbon-market data were integrated into the modeling process. LSTM models were employed to analyze temporal agricultural and climate-related dynamics, while Interval Type-2 fuzzy systems were used to represent ambiguity associated with environmental and market uncertainty. Genetic Algorithms were subsequently applied to optimize investment allocation under conflicting objectives related to profitability, sustainability, and risk. The findings suggest that the proposed hybrid framework may improve adaptive investment evaluation and optimization performance under uncertain climate conditions relative to standalone computational approaches within the scope of the analyzed datasets. The results further highlight the importance of integrating predictive analytics, uncertainty modeling, and sustainability-oriented optimization within agricultural decision-support systems. However, the framework should be interpreted as a climate-resilient decision-support architecture rather than a universally deterministic forecasting mechanism. Overall, the study contributes to the emerging literature on agricultural sustainability and climate-resilient investment by presenting a transparent and uncertainty-aware computational framework under evolving environmental and carbon-market conditions.

Dayi, Faruk; Erdogdu, Aylin; Esmer, Yusuf; Yildiz, Ferah; Ganji, Farshad
Background: In the era of digital transformation, public health systems increasingly rely on digital technologies to improve accessibility, efficiency, and patient outcomes. However, policymakers face significant challenges in allocating limited resources across competing digital health investments characterized by uncertainty and dynamic impacts. Methods: This study introduces the Adaptive Impact–Cost Optimization Theory (AICOT), a hybrid framework integrating fuzzy logic and genetic algorithms to optimize digital health investment portfolios. The model defines the Investment Priority Score (IPS) as a function of cost, expected impact, and implementation feasibility, enabling structured evaluation under uncertainty. A fuzzy inference system with centroid-based defuzzification is used to convert qualitative assessments into quantitative scores, while optimization techniques identify optimal portfolios across different fiscal scenarios. The empirical analysis covers 15 OECD countries (2018–2024) using publicly available datasets. Sensitivity analyses assess robustness under inflation, cost shocks, and changing system priorities. Results: The findings show that blended investment strategies combining routine digital health tools with pandemic-oriented infrastructures yield the highest resilience-adjusted efficiency. Results remain stable across sensitivity scenarios, with pandemic surveillance consistently ranking as a top priority even under increased cost conditions. The model effectively captures cross-country heterogeneity, demonstrating adaptability to different levels of digital maturity. Conclusions: AICOT provides a transparent and policy-relevant decision-support framework that improves resource allocation efficiency and reduces unnecessary expenditures. These contributions support long-term financial sustainability and align with global health objectives, including Universal Health Coverage and Sustainable Development Goal 3 (Good Health and Well-being).

Innovation is defined as a change that makes money. Innovation increases the competitive power ofbusinesses and provides significant advantages in the competition process by creating different products thatare provided by the competitors. Innovation is more prominent in the manufacturing sector, however, theimportance of innovation has also been increasing rapidly in the service industry in recent years. As the shareof the banking sector increases in the service industry, the banks also gain an importance in the service industry. Thus, innovation in banking is very important in diversifying financial instruments and increasing productivity.Increased level of financial success has been observed with the implementation of the financial innovationprocess in the banking sector. It is stated that the share of participation banking in the world banking sector isincreasing day by day in the studies related to banking activities. Participation banking, also referred to asIslamic finance, is developing new financial instruments in accordance with Islamic rules to compete in theworld banking sector. Participation banks, which offer interest-free banking services to their customers, havedeveloped innovative products and are offering these services to their customers to provide a better qualityservice. From this point on, the first part of this study reveals the historical development of the participationbanks from the beginning of their establishment up until today. The role of participation banking and itsimportance in the banking sector have been examined from a financial standpoint. In this study, innovationprocedures in participation banks are explained. The effect innovation processes have on the financial incomeand expenses have been examined. Despite the increase in the incomes of the banks, it was seen that theinnovative processes did not directly affect the profitability of the bank. It is recommended for new models tobe developed for profitability-enhancing innovative processes.

Dayi, Faruk; Esmer, Yusuf; Ulusoy, Tolga

Dayi, Faruk; Kukus, Bayram Ali; Esmer, Yusuf
Purpose - The aim of this study is to analyze managers’ financial management behaviors (cash management, credit management, savings-investment and insurance). Financial management behavior, therefore, plays a key role in the success of managers and organizations. Financial management behavior refers to managers' individual and organizational decisions on and practices in financial matters such as cash, loans, savings, investments and insurance.Design/methodology/approach - Study sample consisted of 85 managers of KOSGEB (Small and Medium Enterprises Development Organization, Turkey). Data were collected using survey method. Data were analyzed using SPSS version 22. Frequency, percentage, mean, standard deviation, reliability, factor analysis and ANOVA were used.Findings - Managers’ financial management behaviors differ by experience, income and education level. The higher their experience, income and education level, the higher their insurance sensitivities. Managers have high tendency to credit management and cash management behaviors, moderate tendency to savings-investment behaviors and medium to low tendency to insurance behaviors. This result indicates that managers do not attach enough importance to insurance, in other words, they are not cautious enough about insurance.Discussion - Participants’ financial management behaviors differed by experience, income and education level but not by gender, marital status, age and credit card use. This study is important in the sense that it is one of the fewest studies addressing financial management behavior.
