The Leading Role of the State in Industrialization and the Importance of Innovation: Example of South Korea

    Yazıcı, Sinan

It is possible to date the history of industrialization back to the 16th century. However, the time period accepted as the beginning of industrialization is the beginning of factory production in England in the second half of the 18th century. Western European countries such as France, Germany, and the Netherlands joined the process in the first half of the 19th century. Later, non-European countries such as Egypt and the USA joined the process. However, Egypt's industrialization process was interrupted by the Baltalimanı Trade Agreement. South Korea also joined the industrialization/development process in the second half of the 20th century. Thus, the capitalist world system continued to spread from Europe to other parts of the world. This study aims to examine South Korea, one of the examples of industrializing countries, within the framework of the Modern World System theory. According to this theory, the capitalist world economy was formed as a result of competition between states. Competition, one of the most important concepts of this theory, is a factor that leads to both the increase in the number of countries and the developments in technology in industrialization. In this context, the importance of innovation and the leading role of the state in the sustainability of competition emerges. As a result of the study, South Korea, which entered the industrialization process at the end of the Second Industrial Revolution with no other resource than labor force, started industrialization with a serious planning process led by the state. It has also reached the position of being a central/industrialized country by focusing on R&D and innovation studies since the 1980s. It has been found that the MDS theory has explanatory power in the industrialization/central country process experienced by South Korea.

Necip Fazıl’s Ideolocia Pattern: A Thematic Analysis

    Yazıcı, Sinan

Having made significant contributions to Turkish thought, Necip Fazıl Kısakürek is a thinker who has made serious contributions to the intellectual, philosophical, literary and political environment of our country. Despite this characteristic, he is known in our country only as a poet and writer who has produced important works in various fields of literature. For this reason, Necip Fazıl Kısakürek, who is referred to as a master in Turkish literature by some circles, is known as a poet who has the title of İkinci Sultanu'ş Şuara (Sultan of Poets) after Baki, and is also a thinker who has produced important works in the intellectual/political field. His works titled "Western Thought and Islamic Sufism" and "Ideolocya Örgüsü" are among his most important works as a thinker and political thinker. This study aims to reveal the foundations of Necip Fazıl's views on political and administrative order. For this reason, thematic content analysis was applied to Necip Fazıl's most important work on political and administrative order, "İdeolocya Örgüsü". Rather than defining the political and administrative structure envisaged by Necip Fazıl at a descriptive level, the aim was to reach the main reasons for envisaging this structure. With the literature review conducted in line with this purpose, both the political atmosphere of the period and the biography of the thinker and other important information on the subject were reached. Thus, the implicit meaning was tried to be discovered together with the themes obtained as a result of the analysis. As a result of the study, it was revealed that "İdeolocya Örgüsü" and the political and administrative model called "Başyücelik Devleti" proposed by Necip Fazıl were a result. The main reason leading to this result was understood as a result of the analysis as the decline process that started in the 16th century and continued until today.

    Efe, Ahmet; Yazıcı, Sinan

Public administrations are significant in providing essential public services such as justice, security, defense, and health that the market cannot fully meet and in observing the public interest. This study carried out within the scope of the theories of Tacit Knowledge and Institutional Knowledge, aimed to reveal the perceptions of the academicians working in the institution and the public personnel studying in this institution regarding the graduate education of Public Administration Institute for Türkiye and the Middle East, a national public administration school. The data obtained from the study with the phenomenology design of the qualitative research method and the academicians and public personnel with different academic formations working in other fields of the Türkiye public bureaucracy were analyzed by content analysis. As a result of the study, it is revealed that Public Administration Institute for Türkiye and the Middle East has a public administration laboratory function in disclosing the tacit knowledge in public institutions and producing high-level knowledge through the interaction of students from different disciplines and other countries. It has been understood that the systematic and multidisciplinary training of public personnel, especially senior managers, with the perspective of public interest and public service, contributes to their internalization of a strategic and general view in their institutions and thus to making the right decisions with the competence to see the big picture.
