  Contribution of University Students' Urban Consciousness and Urban Rights Awareness toUrbanization and Urban Culture; Example of Bayburt

  : Urbanization is a process that involves change and organization and has socio-cultural consequences. Themost important of these results is the emergence of a city-specific lifestyle and culture called urbanization. However,in urban settlements that are not based on industrialization or created by political decisions, urbanization can realiseunhealthy or distorted and so urban behaviors and lifestyle cannot occur. Bayburt, which became a province in 1989,is a city that is in the process of urbanization and development. According to the "Provinces and Regions Socio Economic Development Survey", Bayburt, is in the fifth degree group of developed provinces with low agriculturalproductivity and hidden unemployment problem in the agricultural sector. Emigration is a factor that supports thelivelihood of the province. However, there is a positive development in the economic indicators per capita andmigration rates in Bayburt after becoming a province. Per capita national income increased from $ 708 in 1990 to $1019 in 1996. Between 2012 and 2013, Bayburt is now a province receiving immigration with a net immigrationrate of ‰ 1,46. In this positive development, the share of students and academicians who came to the city withBayburt University was opened in 2008, is a phenomenon that has been revealed by researches and is generallyaccepted. The main mission of universities is actually education and research. However, these institutions can makevaluable contributions to the economic, social and cultural development of a city, depending on the size, populationand level of other functions of the cities in which they are located. The purpose of this study is to reveal to whatextent Bayburt University students coming from different cities and carrying the cultural elements of that city hadan impact on the culturalization of their urban behaviors and the urbanization of Bayburt. For this purpose, aliterature review has been made and a questionnaire and interviews were conducted in order to measure theawareness and sensitivity of the students and citizens about urbanization and urban rights and to reveal to whatextent they do these

  Türkiye’de Global Bütçe Uygulamasının Hastane Seçme Hakkına

  Sağlık harcamalarının hemen hemen tüm ülkelerde artma eğiliminde olması bütçe üzerindeki yükünün artmasını ve finansman sorununu beraberinde getirmektedir. Sağlık hizmetlerinin finansmanında ekonomik yönün yanı sıra sağlık hakkı ve hasta hakları açısından hukuksal yönün de göz önünde bulundurulması gerekmektedir. Nitekim ekonomik kaygılar ön planda tutularak geliştirilen sağlık hizmeti politikaları bazen sağlık hakkına ve hasta haklarına aykırı sonuçlar doğurabilmektedir. Sağlık sisteminin finansmanında, sağlık hizmet sunucularının gerçekleştirdikleri hizmetler neticesinde katlandıkları maliyetleri, finansör kamu kurumuna yansıtması ve bu kamu kurumunun sağlık hizmet sunucusuna ödeme yapması esastır. Yapılan bu ödemelere geri ödeme yöntemi adı verilmekte olup finans yöntemine göre sosyal parafiskal gelirler veya vergilerle karşılanmaktadır. Türkiye’de sağlık hizmetlerinin finansmanı açısından global bütçe uygulaması önemli bir yere sahiptir. Ancak söz konusu uygulama bireylerin hastane seçim hakkını dolaylı olarak sınırlandırmaktadır. Hastane seçme hakkı, birincil hasta haklarından olup sunulan hizmetin kalitesi, hijyen ve bekleme süresi en önemli belirleyiciler olarak karşımıza çıkmaktadır. Ayrıca cepten ödemelerin daha az olduğu hastaneler de hasta tercihlerinde belirleyici olmaktadır. Bu çalışmamızda global bütçe uygulamasının hastane seçme hakkına olumsuz etkisi ele alınmıştır. Türkiye’de yasal düzenlemelerin ruhuna uygun şekilde yapılacak ikincil mevzuat düzenlemeleri ile tereddütlerin ortadan kaldırılmasıve hastane seçme hakkını ortadan kaldıran uygulamalardan vazgeçilmesi gerekmektedir. Konunun daha önceden herhangi bir akademik çalışmada ele alınmamış olması çalışmamızı özgün kılmaktadır.

  Sporda Sponsorluk Üzerine Bir Derleme

  Sponsorluk, ticari amaçlara ulaşabilmek için bir aktiviteye nakdi veya ayni destek sağlama şeklinde tanımlanabilir. Sponsorluk, kurumların yaptıkları iş ile doğrudan bağlantısı olmayan bir etkinliğe desteği aracılığıyla kurum veya marka için farkındalık yaratacak olumlu bir tanıtım meydana getirmeyi amaçlayan, pazarlama iletişiminde kullanılan önemli bir araçtır (Meenaghan,1983; Bennett,1999). Son yıllarda sponsorluğun uygulama alanları içerisinde spor alanı kendisine geniş bir alan bulmakta ve kendisini ön plana çıkarmaktadır. Bu çalışmanın amacı, sponsorluğun tarihsel gelişimini ve bireysel sporcuların, spor kulüplerinin, spor organizasyonlarının en önemli gelir kaynaklarını içinde barındıran sporda sponsorluk kavramını, türlerini ve kategorilerini incelemektir. Araştırmada nitel araştırma yöntemlerinden doküman toplama ve inceleme yöntemi aracılığıyla verilere ulaşılmıştır. Bu çalışmada veri toplamak için; kitap, makale, tez, internet sitesive benzeri veri toplama araçlarından faydalanılarak tarama yöntemi kullanılmıştır. Bu çalışmada genelde sponsorluk, özelde ise sporda sponsorluk hakkında bilgiler verilmeye çalışılmıştır. Bu bağlamda çalışma kapsamında sponsorluğa ve sporda sponsorluğa yönelik bir araştırma gerçekleştirilmiştir. Yapılan araştırmalar sonucundasporda sponsorluk, dünyanın hemen hemen her yerinde kurumların hedef kitlelerine ulaşmakta kullandıkları en etkili iletişim araçlarından biri haline geldiği söylenebilir. Buradan da anlaşılacağı gibi spor sponsorluğunun, kurumların vazgeçilmez bir aracı, sporcuların, organizasyonların, yayıncı kuruluşların ve spor kulüplerinin kaybetmek istemeyecekleri bir gelir kaynağı olarak varlığını ve gelişimini sürdürmeye ve sponsorluk içindeki payını artırmaya devam edeceği düşünülmektedir.

  Just in time production (jit) system in terms of cost management and comparative accounting applications

  In today's world, customers demand more quality and affordable products with the dominant potential of customer-market-oriented marketing rather than business-production. Therefore, the enterprises which are the locomotives of the economy, have searched for new production techniques in order to meet these demands of the customers in the best way and to provide the highest efficiency with minimum input. As a result of this search, many new fertility techniques have emerged. Just in time production (JIT) system is one of these techniques, but its importance is increasing day by day. In order to reach the targeted sales and profitability levels and increase their productivity, companies should follow an effective cost policy due to the ruthless competition in the globalizing world, the changes and developments in technology and the fluctuations in the economy. Accordingly, JIT, which foresees the elimination of unnecessary elements and processes during production activities, is a system that aims to continuously improve production and production processes and minimize costs. JIT, whose basic philosophy is to minimize the intermediate stock level in the enterprises, reduces the fluctuations in demand and enables the production process to be realized effectively. In this study, the JIT system is discussed in detail. The features of the system and the benefits to be provided to the enterprises are emphasized. In addition, by examining the accounting dimension of the system, the differences between traditional costing and JIT costing have been put forward by example application.
