Comparative Analysis of Migrant Integration Policies of Türkiye and Selected European Countries; [Türkiye ve Seçilmiş Avrupa Ülkelerinin Göçmen Entegrasyon Politikalarının Karşılaştırmalı Olarak İncelenmesi]

Ustabulut, Mete Yusuf; Boylu, Emrah; Başar, Umut

Türkiye’s migrant integration policy, which is one of the most migration-receiving countries in the Middle East owing to regional conflicts during the 2000s, is assessed alongside that of other receiving nations in the “Migrant Integration Policy Index” (MIPEX). These index ranks nations in eight key categories: labor market mobility, family reunion, education, health, political participation, permanent residence, access to nationality, and anti-discrimination. This study examines Türkiye’s change in migration policy ratings by comparing the index 2015 and 2020 with six European countries (Germany, Belgium, France, Norway, Finland, Sweden). It is found that there was a significant disparity in index scores between Türkiye and these European countries in the 2015 MIPEX report; however, this difference has narrowed in the 2020 report. Türkiye’s migrant integration policy rankings have improved substantially (+17), according to the 2020 report. As a result, Türkiye’s policy indicator has increased from “slightly unfavourable” to “halfway favourable”. Although this score and increase are not at the desired level, they may indicate comprehensive improvements in Türkiye’s integration policies in the following report.

A Sample of Cultural Conceptualisation: On the Form of örü kodı bol-in the Old Uigur Civil Texts; [Kültürel Kavramsallaştırma Örneği: Eski Uygur Sivil Metinlerindeki Örü Kodı Bol-Yapısı Üzerine]

    Azılı, Kenan

Old Uyghur civil texts, unlike other Old Turkish texts, were not created through religious translation, but were written in a way to show the social activities of the people involved in active life. In this sense, the texts have cultural codes at very different levels. The statement of örü kodı bol-in these texts has not been fully resolved, although various interpretation proposals have been made in studies conducted so far. In addition to the linguistically comparative and diachronic examination of the statement, reconsidering it in terms of cultural conceptualization within the relationship between language and culture has become necessary. In the study, firstly the form of örü kodı that constitutes the statement will be examined for the linguistic evaluation of the statement in question. Then, the final form of the form formed with the auxiliary verb will be witnessed in the texts and the pragmatic order of the syntactic sequence will be taken into consideration and its equivalence with the other forms will be established. At this stage, the established equivalences will be evaluated according to the cultural conceptualization of cultural linguistics, and their cultural codes will be analyzed. The most important aim of the study is to show that some linguistic forms cannot be solved only by linguistic explanation, but with the help of different disciplines such as cultural linguistics with a language-culture relationship.

Evaluation of Social Security Cooperation between Turkey and Central Asian Turkish Republics; [Orta Asya Türk Cumhuriyetleri ile Türkiye Arasında Sosyal Güvence İş Birliklerinin Değerlendirilmesi]

    Bulut, Mehmet

One of the most important problems of international migration for immigrants is the issue of social security. As a matter of fact, the people who went to work abroad from their countries either remained completely out of the system or became a part of both countries with the effect of strict rules in social security legislation. In order to solve this problem, countries are introducing bilateral social security agreements as well as domestic legal systems. The human mobility occurred between the Central Asian Turkish Republics and Turkey have increased cumulatively at over the years. As a result of this, the social security cooperation to be realized is not yet sufficient and necessary steps should be taken. Currently, there are bilateral social security agreements that have been ratified with Azerbaijan and Kyrgyzstan. However, there are problems at the point of application.
