Mahmud II one of the Ottoman sultans tried to keep up with this change. The aids provided through foundations until that period were affected by these developments and were taken under the control and supervision of the administration in the person of the sultan. This became one of the means used to impersonate the sultan as the protector of his people and the father. The manifestation of this means, which is also a necessity of the social state, peaked in the period of Abdülhamid II. With the centralization of social welfare, the state aimed to mark every aspect of life in social, cultural and economic terms. Those in need were tried to be supported with unrequited aids under the name of donation, charity and the salary of the needy, and the farmers in difficult situations with the loans provided by Ziraat Bank. With the declaration of the Second Constitutional Monarchy, the social aid form was changed, and the form of viewpoint in the person of the sultan was changed, the aids made on behalf of the sultan were tried to be carried out through state institutions. These supportive policies emerged in a difficult situation in which the public was faced with a disaster or as a result of individual applications. One of the places that asked for help in order to benefit from the social welfare policy was Tokat sanjak, bound to Sivas province. While there were social institutions such as dervish lodges and schools among those who sought aid, there were ulema and sheikhs who gained respect in the society, those who were forgiven for any crime, and on the contrary, exiles, immigrants, and people who wanted their individual education to be supported. On the other hand, there were also loan demands for free or repayment to support those who fell into trouble as a result of disasters. In this study, the applications of the people of Tokat for aid and the answers given to these applications were discussed. How the state officials responded to institutional, individual or regional demands made from Tokat sanjak, to whom and at what rate they helped, and how they provided assistance were evaluated.</dc:description><dc:date>2021</dc:date><dc:type>Article</dc:type><dc:identifier>https://rdlopen.rawdatalibrary.net/r/bayburt/16779</dc:identifier><dc:identifier>https://doi.org/10.33431/belgi.919661</dc:identifier><dc:identifier>2146-4456</dc:identifier><dc:language>tr</dc:language><dc:relation>BELGİ DERGİSİ</dc:relation><dc:rights>info:eu-repo/semantics/openAccess</dc:rights><dc:type>info:eu-repo/semantics/article</dc:type><dc:identifier>https://bayburt-rdlopen.rawdatalibrary.net/tr/items/bayburt/16779</dc:identifier></oai_dc:dc></metadata></record></GetRecord></OAI-PMH>
